Here are all 12 Districts (that participate) and a breif Descriptions of what they would be like, Just so you know where your character came from. The jobs listed are there to aid you in naming your tribute, and making their skills.
District One: Luxury
District 1 is one of the wealthiest districts of Panem. Its primary industry is manufacturing luxury items for the Capitol and as a result has a generally favorable relationship with it. These luxuries include diamonds and other precious gems, such as emeralds and sapphires. It seems that parents from District 1 name their children after precious items and their attributes, which may be a reflection on their "glamorous" nature. Children in District 1 almost always seem to take pride in competing in the Hunger Games, and is a Career District, so near to all tributes are trained for combat at the academies. They are mostly known for their beauty, and their chariot costumes are always the best and most beautiful of all districts.

District Two: Masonary
District 2 is one of the wealthiest districts of Panem. It's where most Peacekeepers are trained and weapons are manufactured, but it originally specialized only in mining and stone cutting, but it now also manufactures weaponry, makes trains, and supplies Peacekeepers. Publicly it's presented as the nation's stone quarries, just as District 13 was known for graphite mining. After the first rebellion, District 2 was rewarded with better treatment and living conditions for their citizens because of its loyalty to the Capitol. It is in the Rocky Mountains, near the Capitol itself. The district is made up of many small villages, each one based around a mine. Although they get preferential treatment from the Capitol, the quarry workers suffer as much as any other district, and the district as a whole is not excluded from the annual Hunger Games. The main military complex in the district is known as The Nut. Citizens of District 2 are sometimes called "the pets" of the Capitol. They are the biggest supporters of the Capitol and therefore are pampered and given many extra conveniences. They are heavily trained for the Hunger Games at the Academy, and/or to become peacekeepers when they grow to old for the Hunger Games.

District Three: Technology
District 3's primary industry is general electronics of many types, though it is known for also making various mechanical products such as automobiles and firearms. Their tributes are skilled with electronics. Though they aren't trained or a career district, they are often made into careers my association and with their skills. Its main industry is technology. They specialize in televisions and computers. Most of its inhabitants work in factories and are very well adept with engineering.

District Four: Fishing
District 4 is one of the wealthiest districts of Panem. Its industry is fishing, which is useful for tributes in the Games as they have experience in using nets and tridents, making fishhooks from scratch, swimming, and identifying edible sea life. Being one of the wealthiest districts, District 4 tends to produce Career Tributes, who volunteer to participate in the Hunger Games. This is also the case for Districts 1 and 2. These children are raised to win the Games, making them stronger and much more capable of winning than the average tribute. The bread is a salty, fish-shaped loaf, tinted green by seaweed. Their source of income is fishing. Kids are trained for these jobs at a young age, giving them an advantage in the Games. Four is a big vacation spot for Victors, and Capitol citizens, it's sometimes common to have District One careers here.

District Five: Power
District 5's industry is power. The District is covered in power plants that fuel power to, not only the Capitol, but for all of Panem. It is very rare to find a tribute, or citizen that is not a power plant worker.

District Six: Transportation
District 6's industry is transportation. The district is covered in factories, and landing strips. Here they make the trains, planes, jets, and any other automobile that The Capitol uses. Peacekeepers also come from this district, so it isn't rare for a trained tribute from 6 joins the Careers.

District Seven: Lumber
District 7's industry is lumber and many of its residents have experience with hatchets, axes, saws, and other tree cutting tools. This district's children begin work at an early age, therefore often tributes from 7 are rather strong and it is common they join the careers. The District is blanketed in a thick, man-made, forest of various trees for harvesting for the Capitol, and has a dam nearby the district. It is one of the poorest districts.

District Eight: Textiles
District 8's industry is the production of textiles, and they have at least one factory that is primarily used for making Peacekeeper uniforms. It is covered in various factories and sweat shops that produce clothing for the Capitol and all of Panem. This district is a common visiting area for stylists to work closely with the seamstresses. It is known as one of the poorest districts.
"an urban place stinking of industrial fumes with no greenery, the people housed in run down tenements, barely a blade of grass in sight." 8 is tied with 12 as the least trained, and least killed. They are often frail, and very rarely make it past the first 24 hours, making them tied with least likely to produce a victor.

District Nine: Grain
District 9 is one of the thirteen districts of Panem. It is responsible for grain. It is mentioned that District 9 has many factories, most likely for grain processing. The district is covered in pastures full of farm land, vineyards, and various other crops ready for harvest.
"District 9 is Panem's bread bowl, giving us the fertile harvest we need to keep rising as a nation. Its amber waves of grain are an inspiration to us all." [src]

District Ten: Livestock
District 10 is one of the poorer of the thirteen districts of Panem. Its main industry is livestock, and provides beef for the Capitol. Since they are in charge of livestock, it can be assumed that the majority District 10 is farmland. The tributes are often well feed, but barely. They are best at handling, and killing animals and mutts. They often know how to prepare it to eat.
"The gentle lowing of cattle is the first thing a visitor to District 10 hears. This region raises strong, healthy livestock, which becomes the meat that helps us raise strong, healthy children of Panem." [src]

District Eleven: Agriculture
District 11 is one of the poorer of the thirteen districts of Panem. Their industry is agriculture; orchards, fields of wheat, and cotton surround the district. Almost everything they grow goes to the Capitol, despite their starvation; if any citizen of District 11 is caught eating any of the crops, they are to be whipped in public. Its inhabitants are described as having dark brown skin from long days work in the fields. They often are strong from long days of working in the fields from a young age, and are sometimes added to the careers.

District Twelve: Mining
District 12 is located somewhere near what was the Appalachian mountains. Its main industry is coal mining. The district has the distinction of being one of the poorest districts, if not the outright poorest, in all of Panem. District 12 is the laughing stock of Panem, being the poorest and weakest District of all of Panem (being tied with 8 ), and has the least amount of victors of all. These tributes are frail, and starving, very rarely do they make it past 24 hours, or even the blood bath. They are rarely skilled in any weapon, other than a pick axe, and that's rare. Their biggest weapon is their brains, and that's also rare. It's located in the Appalachia and with a population of around 8,000 or more people, District 12's main industry is coal mining. But after the second rebellion their main industry became medicine.
