Victors survive and triumph through perilous games. 

The norm is for Victors to simply be placed in the Hall Of Fame alongside a quote of theirs and they gain an advantage for the following game they participate in. (and their pawn changes from this '♙' to this: '♟')

This is not enough. 

It's about time we gave victors more. 

1. A Victor Village will be opened.
A new page available for access only for Victors and visitors of their choosing. All visitors must first be approved by the Chairman through an application process. Unlike all other rooms (arena, TC, HC), Victors are free of worry and do not have to be on edge of having to attack each other.

2. These seven Victors and any new Victors form what we call a Victor Circle.
In this circle there is one chairman who is so to say the leader. The Chairman serves two terms before another vote is cast (term=game). Victors vote on the Chairman themselves. (Chairman position is currently under vote)

3. Every Victor that chooses to particpate in said game will have an advantage.
Before only the previous Victor would recieve an advantage in the following game, but now every Victor gets an advantage every game. The previous Victor will always have the largest advantage. (please do note that only the previous victor gets a full-paid ride type of advantage, other victors will recieve advantages but not as large.)

4. Victors as Mentors. 
Victor, individually, are allowed to form a Train Team of newly reaped tributes to lead around the Training Center. They have the ability to train and mentor these tribtues (individually and as a group). Tributes can sign under a Victor and wait for the availability of the Victor to mentor them, thus many tributes swarming the chance to fawn over and admire the Victors.
