For many years the city of Akashikei thrived despite its close proximity to one of the countries most notorious prisons. Most of the convicts imprisoned there were the most deplorable people the country had ever sent through the system. There were rarely problems from the prison, the guards kept the place in order and if anything did happen they were quick to remedy the situation. That was until three years ago.
Three years ago the criminals finally managed to work together enough to overrun the guards and flee into the city. At first, they laid as low as they could buying themselves the time they needed before they took the city and made it their own. The government realised early on that the number of criminals that had managed to escape was high enough that the city was considered lost. If they attempted to reclaim the city it would end up killing more innocents than was worth it to simply lock the criminals back up, or kill them on sight.
Their solution was to wall the city in completely. Focusing completely on the building the wall the government manned the perimeter with highly trained soldiers with the instruction to kill on sight. Anything caught moving towards the wall was shot whether it was humanoid, innocent or anything else. Many people died at first before people gave up and started to accept their new lives.
It only took 3 months for the walls to be completed leaving the town completely at the mercy of the criminals who now ran it. They were alone, ungoverned and completely free to do as they wanted when they wanted. The criminals loved it, and many who were once innocent slowly fell into the same lifestyle.
Now Akashikei belongs to the criminals, with many starving and living in poverty, relying on the monthly drops of food that the government left for the possible remaining civilians. There are often fights for food, clothing, houses and many other things. Territory wars have broken out between 'gangs' that formed between criminals while in jail or since leaving and everything is fair game.
