What if you gave it a supernatural twist (i.e superpowers or some such something) and made everyone who signs up apply for two characters, one that is their main and one that is a civilian. The civilian would be like an Npc that everyone can use but in order to have your main character playable you have to build your civilian's personality and put it on a thread in the rp. That way you as the admin aren't required to come up with every npc and you keep a healthy balance of normals to Gang members. That seems to be the most pressing issue with these kind of rps also, make sure there are periodic group plots. Gangs usually work as teams so it makes sense to have them.
