What does it mean when you go on someone's character and it says 'Error. You cannot view this character.'?

UPDATE:

The person blocked me.

it means the character no longer exist cause the owner deactivated.

If you are in pm and you try to go to their character it's normal and I get that too~
Or in any other circumstance you were blocked or are no longer in that rp anymore?
