The 20K focuses on the production and distribution of methamphetamine by using a legal business - a wine distillery goes by the name of J&M as a front for a vast drug operation.
The public doesn't know about 20K not even the law enforcement. Nobody knows of the 20K's existence except for the underworld (the gang they work with). Hence why they use a wine distillery as a cover.
Each and every member of 20K are responsible for the discretion of each other's true identity. In the public eye, they are known and seen as J&M's staff. Breaking this rule will lead to severe punishment or death.
The 20K only kill and uses violence when given the order. Failed to comply will be punished severely. i.e. a finger or two chopped.
Every members are required to wear formal attire while on duty. Failure to do so will lead to a salary cut.
The 20K doesn't mess with innocent family members of the enemies. Anyone caught doing so will meet their demise.
The 20K is all about discipline and good manners. , theft, murder, inflicting damage to innocent souls will be punished.
Someone higher ups in the law enforcement (FBI) is a member of the 20K.
