about quirk: User has increased brain capacity and unlocked parts of their brain that no normal human has before. They have varying psionic powers. Psychokinesis [telekinesis], Energy Absorption [the ability to absorb other powers and or energy]. User can also control electricity at will.
How it works: User comes from two parents with different quirks and was lucky enough to inherit both quirks.
weakness: Users esper quirk is weaker than his electricity quirk. Esper quirk is limited and gives him a migrane if used to much. Users electricity quirk is dangerous. if over used, anything they touch will be struck.

Mugen's mother was lightning wielder
Mugen's lightning abilities are stronger and more efficient than his esper abilities.
With his esper abilities, Mugen is able to fly and move things, and teleport [almost as powerful as shimazaki from MOB PSYCHO 100]. It isn't nearly as powerful or complex as his brother.
Mugen can create a natural disaster with his lightning if he really wanted to
also, mugen covers most of his face because the last bad physical interaction he had with ryu [it was when they were younger and when ryu went off the deep end], mugen was trying to get him back but ryu struck mugen with a lightning strike that scarred his face
