THE UNITED STATES FEDERAL GOVERNMENT DOES NOT WANT YOU TO KNOW about certain operations that take place; they believe that it's better to keep things quiet. The public eye is blind to a government program put in place to pull criminals from death row into mercenary work. Originally, this program was to give them a second life and allow them to make use of it, but through corruption, the program started training and monitoring it's recruits. This program is called "Division."
[Based off the show "Nikita." I do not own the idea or the show; only the roleplay.]
Here, there are three roles.
1. CIVILIAN: You don't know what Division is, you don't bear witness to the actions of mercenaries, but it's incredibly easy to become close with mercenaries. Be wary, and don't get caught in the cross hairs of battle. No one tells you who's a Divison mercenary and who's not, so be wary. The moment you learn about Division, you are put on a kill list, unless you're wealthy enough to get Division to do your dirty work.

2. GOVERNMENT: You're elected into the local government, and might hear the name "Division" thrown around. Division does not make themselves known unless you call upon them to do your dirty work; they do it only for a good price, though. Empty your pockets, and silence your enemies. What more could you want?

3. DIVISION: You've been training for this for a few years - once you're in Division, there's only one way out. You hold too many secrets in you. As a mercenary given a second chance, you should be thankful. You can see the world in a different light, travel, interact with others, but don't tell anyone who you are. If you're given a fake identity, stick with it. If you've got to seduce someone, do it but no strings attached. If you have to kill, for your sake and your targets, you better hope you don't miss.
