@neon eves - females only, hunt down spies and criminals, supress crime rates, live in hideouts, quiet and intimidating.
@cryptic falcons - big boys (and girls), control all crimes, may be good, but still bad?, live in lookouts, loud and dominant.
@civilians - normies, ordered around by all factions, may be used as mercenaries, spies, thiefs, are scapegoats, live in the slums.
