Those that live inside the protect city are what you would call shape shifters. They are many different animals that resides and in this large sheltered area. The purpose of this you might ask? Few simple reasons, they are starting to die out and they wish to bring back their kind.

Another reason is that some are starting to be caught and sold as slaves and this is the one place they would not dare to come. Main reason being because the three top ranks of each clan has vowed to protect everyone inside the city from humans wishing to harm them.
