inmates have phones that only work within the facility. group chats and messages are monitored by guards. inmates may also communicate with family but are prohibited from disclosing any information that would lead them to believe that silver vale is a prison. information pertaining to its location is also prohibited.

it is possible that there could be mutant guards who are hiding their powers. however, the number of mutant guards will be limited to 2 for now.

yes. in their cells mutants do not have to wear the cuffs/collars/belts that null their powers. however everything in their rooms is indestructible. less violent mutants may be allowed to use their abilities in the exercise yard as well. guards also will occasionally evaluate someone's powers. there will also be events in the future, such as prison riots, where mutants will figure out ways to take their cuffs/collars/belts/etc off.
