⊱ requests

tag an admin for a cc/room/hiatus request. comment on the rp for additional character requests。

character changes: only 2 character changes are allowed per user.
room request: you may request for a room to be added for free, but note that we will be deleting the room if we don't see any post 14 days after the room has been added.
hiatus request: we only allow full hiatuses no longer than 4 weeks with a 2 week hiatus ban in between.
