Messengers- They give certain orders to the people living in the cities. They get a chance to mentally torture the living inhabitants. They must report to the higher authority when deciding certain orders/bloody games. They are regular roleplayers and the pedestrians have no idea if they are a messenger. They act like regular people. They can be your friend, your boyfriend, girlfriend, or someone who hands you coffee in the morning. Whoever they are, they live to make the pedestrians' lives a living hell.
Pedestrian- The bad apples of the city. By day, they work normal paying jobs but by the time the sun sets then they turn into little devils. They steal, they lie, and they are not t be trusted. The thing is, they are now puppets on strings waiting to be told. They may seem like they are independent but they're trap in the city. They must do what they say or they are punished.
One more thing, Messengers are not immune to the notes so watch out Messengers, you're puppets too
