It's a new order by the government. All those deemed unsuitable and unsavory by society are to be taken far away, to a place where they can live out their lives away from society. It's a peaceful haven for those people, or at least, that's what the government told the public. They left out details of how the supposed haven is nearly opposite of the brightly painted posters plastered around the city. The public has no idea of the depression that cloaks this asylum, of the screams that are let out late at night by the patients who want nothing more to be left alone, to go home. Society will never know
The blind, deaf, mute, mentally slow, depressed, and more. Every citizen was required to go through a testing, to sort the population; the perfect, from the flawed. No one protested to it, at least no one who was deemed perfect enough. Those who did have the guts to protest however, were sent away too, deemed as flawed. After all, the governent wants a utopia, and anyone who goes against the government can't be considered a citizen of the utopia.
