Eclipse High Council
The High Council is the law when it comes to the city and all the underground creatures. They only have a few laws―keep the peace, no fighting, and don't trespass on lands that you do not belong to unless you have a permit. The Divine and the Right and Left hands are made up of Blood Mages (an ancient race of witches who are dwindling in the single digits now) while their advisors are Druids and Necromancers. Nobody knows what the High Council looks like or their names, only rumours of their cruelty spreading and sending shivers of fear down everybody's back.

THE BODY SNATCHERS
The Body Snatchers are in the business of organ trafficking. They sell to hospitals and indviduals in need of organs for transplants as well as occasionally selling to werewolves for the purpose of.....well, eating.
