the council
The leaders who rule the city of euphoria together. the 8 council members consist of: fiona, jasmine, leia skywalker, mirana of marmoreal, t'challa, pepper stark, clark kent, and bruce wayne. some of the members reside in the castle and some of the members have their own residences in the city.
the river
The river has been enchanted to not allow anyone to cross over it from either side ages ago. however, that charm has been lifted for the first time to allow a select few descendants from both sides to cross, mainly to allow the descendants of evil into euphoria but it also goes both ways. keep in mind that the "select few" are all of the characters in the rp, however, their parents and npc's are still stuck on their respective sides.

— which parents are allowed and which aren't allow?
most are allowed from disney, pixar, dreamworks, warner bros and more. i promise you that there are a lot of options. the only requirement is that they have to be human or part-human (magical creatues such as elves, dwarves, and fairies will be allowed) so a descendant of winnie the pooh is not possible because pooh is a bear (trust me, it hurts my heart too). feel free to ask if you're not sure!
— if the council rules over the city of euphoria, who rules over malum?
technically, no one. they do not have a ruling system like the city does. the villains are more prone to doing things their own way, have their own values and goals, and maybe have their own small followings. descendants of evil are free to decide on how they and their parents live on malum.
— does a descendant of good have to be good? does a descendant of evil have to be evil?
of course not! you are allowed to not have your muses follow the beliefs of the parents you have chosen.
— was it possible for people to have crossed the river in the past?
the answer should be no but because magic exists, it is possible for someone with powerful magic to be able to sneak into the other side for whatever reason that may be.
— is it possible for my muse to inherit the abilities of my parent(S)?
yes but take note that it will be a weakened version of it. so a descendant of elsa will have ice manipulation but will not be as strong as hers. this is also not limited to just supernatural abilities. a descendant from the starks would be quite intelligent and descendants from marvel and dc would be strong and agile.
