Only third year students and older are allowed to live off-campus. Hogsmeade apartments have one, two, and three bedroom flats for students to live in, so students are allowed to live alone or with two other roommates of their choosing.
The cost of an apartment is two hundred galleons (activity points) per room (and thus, per person).
