Rules

Elites are a small group of world leaders who hold absolute and total power. They watch over the elections and choose the candidates who are best fit for the job. They are in charge of bestowing one with a secretary position, and snatching it away.

Elites are good natured, and dislike the air of corruption building within the elections. Due to this, they've appointed Sylver to handle the task of ceasing the crimes.
-Elites don't just sit around with a glass of wine. Unless they choose to.

Elites have to make sure everything is running well, along with keeping the innocent safe. In some cases, Elites will be undercover Sylvers and participate in missions.

Spies. There is not 1 organization of spies, but 2.

1. Sylver. This organization holds the most reputable and skilled spies across the nation. Sylvers are the 2nd wealthiest individuals under the Elite. Not only are they wealthy, they're certified to use any forms of weapons in all states, and may potentially kill under the law with no backlash, as they're protected and backed by the Elite. They have no penalties what-so-ever. Sylvers mainly target politicians who are using spies, and spies who are working for politicians.

-Sylvers are not at risk when it comes to revealing their identity to co-workers, as they're all working for the same people, and have the same purpose.
-However, they may choose to stay secretive under a code name.

-The Elites will know all the Sylver's identities. There's no hiding anything from them.

Sylver Team Work: Most Sylvers work in teams when it comes to tasks given by the Elite. No one will end up working against each other unlike some Velians.

2. Velian, they're the largest and most efficient Crime organization nationwide. Velian consists of spies who are willing to risk their lives and identity for loaded checks and fat bank accounts. Velians mainly acquire private data from the person their client requested. The length they go to to acquire such data, all depends on the spy. Clients do not get any personal information about the spy that is set to complete their task. All spies are under code names.
 

-Velians may end up working against their co-workers if the other politician too, has hired a Velian spy.

-Do they care? Not really, as no personal info is exchanged from the spies. The least one Velian could get from the other is the code name. Of course, unless the Velians know each other and talk about the situation.
-Velians really only care about getting paid. That's it.
 

Velian Team Work: Velians usually ride solo, but there are instances when a couple of them will be appointed to the same client. They will go on missions and complete tasks under a secondary code name for these.

Politicians. These are the candidates who are running for secretary positions. There's a handful of politicians who have morals and refuse to gain votes by slandering others, but there's always a handful who simply don't care. 

The handful who don't care will be hiring Velians to gain info on other politicians to swipe them off the board.

Ordinary Citizens:  The ordinary masses that are simply struggling for the sake of a better future.  They're unaware of the dirty, underhanded activities related to business and politics.
