yes. you can also choose to be a citizen of the inner ring (from pristine capital) or a citizen of the outer ring (from the rest of the districts).

what is the current state of the world? what is new seoul like?
the war had long since ended, eventually fading into unresolved silence around the late 1960s to late 1970s. the effects of the war are still just as devastating, and most of the world is now in anarchy. there are certain countries and cities all around the world that have already succeeded in rebuilding themselves, and have created new governing systems in the process. one of these cities was seoul, now named new seoul to acknowledge the fact that it is no longer the same city it was before as it was now populated by different races and species. the government had also set up new borders as new seoul took control of the surrounding provinces.
life is decently modern in the outer ring, while the pristine capital is much more clean and developed. the current leaders, unfortunately, have totalitarian mindsets and are despised by a lot of their citizens, especially those from the districts. hence, why they had to put a division between them. overall, the setting of new seoul is primarily dystopian.
are hybrids allowed?
no, we do not accept hybrids in the roleplay. this is to avoid overpowered characters.
can people from the outer ring enter the pristine capital?
yes, some people from the outer ring can still enter the pristine capital. however, there are certain conditions. only affluent individuals may come and go as they please, middle class individuals are allowed inside but must be accompanied by a city guard, and lower classes are strictly prohibited from entering and will be denied at the entrance. nonetheless, you can still get in through other means if you really wanted to, like feigning wealth and disguising yourself as a rich person, or having someone from the upper class of the outer ring accompany you instead.
