Only third year students and older are allowed to live off-campus. Hogsmeade apartments have one, two, and three bedroom flats for students to live in, so students are allowed to live alone or with two other roommates of their choosing.
The cost of an apartment is 5 galleons (activity points) per room (and thus, per person).

With that said, if you do not think you will be using a room, do not request one. Rooms that do not have a single post within two weeks of creation will be deleted and/or reassigned to someone else.
