The kingdom was once lead by a fierce selfish King who only sought out to increase his power. He was not a particularly nice man, and his son, Seokjin could vouch for that. He was a tyrannical leader. And the young Prince had to watch as many people fled the kingdom, seeking a better life elsewhere.
The King's reign was cut short however. He fell ill, rather drastically ill and ultimately the sickness took his life. Thus the young prince was elevated, though his coronation was a sorrowful affair. With no other family around him, and somebody he had once thought was his friend having abandined him, the now young King found himself awfully alone. He's doing his best though to right the kingdom, correct his father's past mistakes and put the townsfolk first. It's not the easiest though, especially not with advisors whispering in the new king's ear about betrayal.
You see, the advisors believe that the previous king was poisoned, and thus they are encouraging King Seokjin to question anyone who might be suspicious. He doesn't want to dirty his hands with that, so rather naively passed that duty onto his advisors. They are ruthless and harsh, kidnapping people and torturing them to try and seek answers. And if they don't get the results they want... the people kidnapped are turned into slaves. Though King Seokjin knows none of this.
