Heleo’s Codex: World Rules & Regulations
Welcome to Heleo, the vibrant world of Ivory in the Mist. Governed by its own laws, enriched by diverse cultures, and powered by the mystical energy of Mist, Heleo offers boundless opportunities for creative storytelling. These rules are designed to ensure fairness, inclusivity, and respect for all participants.
1. What is Heleo?
Heleo is an alternate universe and a Gaia in its own right, with its unique blend of laws, races, and beliefs. Think of it as a rich fantasy realm akin to iconic worlds like Hogwarts or The Shire, but imbued with a Steampunk aesthetic and Victorian-inspired charm.
2. Central: The Heart of Heleo
Central is a bustling, neutral city where all species converge. It serves as a sanctuary, marketplace, and starting point for new ventures. Regardless of Kingdom or status, all creatures are welcome here to trade, escape, or build a new life.
3. Mist: Heleo’s Vital Energy
Mist is the lifeblood of Heleo, powering its Steampunk technology and shaping its landscape. The continents of Heleo, known as the Misty Continents, are blanketed in a foggy haze. Each of the 13 nations—from Kitsune Woodlands to Cyber City—is separated by towering mountain ranges, vast oceans, and each kingdom thrives uniquely on Mist.
4. Setting & Technology
Ivory in the Mist is set in an alternate Victorian era, where steam power reigns supreme. Modern-day technology like cell phones and computers does not exist. Instead, messaging systems rely on creativity—think carrier owls, bats, or magical teleportation. Let your imagination soar!
5. Slavery in Heleo

Travel Restrictions: Slaves may freely travel within Central, their homeland, or the Black Light District. However, they cannot venture into another race’s territory without their Master/Mistress or a freed creature. If no Master/Mistress or freed creature is available to accompany them, slaves must pay 5 points to Central Bank and Finance, managed by Mistress of Coin Admin Emily Mei.

Example: A ghoul slave can roam the Wastelands but requires accompaniment to enter the Underworld.

Example: Bang and Hyunjin, both slaves, traveling to Cyber City must each pay 5 points to Central Bank and Finance before proceeding into the realm.

Ownership & Employment: Slaves cannot own businesses but may work in Central or freelance in the Trading Post or Black Light District.

Powers: Slaves retain their abilities. It’s up to the writer whether these powers are restricted.
6. Species & Character Creation
Ivory in the Mist features 13 core species: Demons, Vampires, Ghouls, Werewolves, Shapeshifters, Humans/Mages, Merfolk, Dragons, Fairies, Cyborgs, Angels, Kitsunes, and Hybrids.

Hybrids: Must combine two core species. Subspecies may be considered with admin approval.

Example: A Siren fits under Merfolk; a Lycan could be a Vampire-Werewolf hybrid depending on choice of lore.

Character Limit: Writers may create up to 6 characters.
7. Currency & Economy
Heleo’s economy is driven by a point-based system that promotes interaction and plot development.
Earning Points:

Employment: Apply for jobs in Central or the Black Light District.

Employees: Earn 20 points/month (1 active post required).

Managers/Owners: Pay a 100-point setup fee and 50-point monthly property tax; earn 40 points/month (2 active posts required).

Freelancing: Standard employee wages; no deductions for theoretical charges.

Citizen Tax: Varies by Kingdom based on the monarch’s established rates (5-25 points/month).
Tax Evasion:

1st Strike: Missed payment notice.

2nd Strike: Arrest until debt is paid.

3rd Strike: Enslavement and loss of assets. Royals lose their status.
8. The Black Light District
This shadowy area of Central is home to gambling, narcotics, smuggling, black market trades, and other unsavory activities. Entrepreneurs here bypass business taxes but receive no monthly wages. The Black Light District is Rated M and may feature triggering content. All interactions require OOC consent.
9. Creativity & Collaboration

Abilities: Unlimited, but avoid overpowered characters. Mutual OOC consent is required for plot-heavy actions.

God-Modding: Forbidden. No character, not even the Demon King Namvo, is all-powerful.

Consent: Always obtain OOC agreement for significant in-character developments.
