‣ the leader : leader is someone who makes the city's decisions and is a figure of authority. same as for the wolves, they have both female and male leaders. they share equal duties and responsiblities. hangshui - the underboss & manageress ; meilan - the president & the governor ; jia shi - the chairman & superintendent. ‣ the right hand man : the second highest position in the hierarchy of humans. they are in charge when the leader is absent. hangshui - the consigliere ; meilan - the prime minister ; jiashi - the chancellor. (1)
‣ the captain or the general : the person in charge of managing the military of the cities, they're also the one who advises the leader regarding war strategies. hangshui - capo ; meilan - the minister of defense ; jiashi - supreme commander. (1)
‣ the scientists : the ones behind the wiv or the hybrids. they are the ones who--with the help of the army--do experiments. hangshui - the technologist ; meilan - the scientist ; jiashi - the researcher. (6)
● soldiers : are the core of the army. they defend, attack, and they have numerous tasks which are given by the leader or the general. hangshui - the assassin ; meilan - the servicewoman ; jiashi - the comrade-in-arms. (8)
‣ the doctors : they are medical specialists who work in hospitals or with the army. they have their own small teams consisting of nurses and they are always ready to help those in need. hangshui - the doctor ; meilan - the physician ; jiashi - the medic. (2)
‣ the hackers : responsible for manning and breaking through technology: they are the best with the computers, surveilance cameras and etc. hangshui - the hacker ; meilan - the programmer ; jiashi - the it-specialist. (2)
‣ the spy : the one sent by the leaders to other cities and/or packs to gain information. he or she is in incognito and they do not reveal their own rank. he or she has the goverment's protection as he or she is the most valuable. hangshui - the spy ; meilan - the service agent ; jiashi - the counterspy. (1)
‣ the citizens : they can be either hunters or peaceful citizens living their daily lives. they are not a part of the council and they usually do not even know about the hidden members. hangshui - the associate ; meilan - the citizen ; jiashi - the comrade. they are unlimited.
‣ the council : the council members are the advisors of the leader, they help with the managing of the city.
